علاقائی بیوروز اور نیب ہیڈ کوارٹرز سمیت آپریشن، پراسیکیوشن اور آگاہی و تدارک ڈویژن کی کارکردگی کا تفصیلی جائزہ لیا گیا
اسلام آباد ۔ قومی احتساب بیورو (نیب) کے چیئرمین جسٹس جاوید اقبال نے کہا ہے کہ بدعنوانی ایک سرطان ہے جو ملک کی ترقی میں سب سے بڑی رکاوٹ ہے، نیب بلاتفریق آہنی ہاتھوں سے بدعنوانی کے خاتمہ کیلئے پرعزم ہے، قومی احتساب بیورو نے بدعنوان عناصر سے 328 ارب روپے برآمد کرکے قومی خزانہ میں جمع کرائے، کسی بھی نیب اہلکار نے ایک پائی نہیں لی کیونکہ بدعنوانی کے خاتمہ کو وہ قومی فریضہ سمجھتے ہیں، انہوں نے تمام ڈائریکٹر جنرلز کو ہدایت کی کہ تمام بدعنوانی کے مقدمات کو میرٹ اور شفافیت کی بنیاد پر قانون کے مطابق نمٹایا جائے۔ ان خیالات کا اظہار انہوں نے نیب ہیڈ کوارٹرز میں منعقدہ کارکردگی کے جائزہ اجلاس کی صدارت کرتے ہوئے کیا۔ اجلاس کے دوران نیب کے علاقائی بیوروز اور نیب ہیڈ کوارٹرز سمیت آپریشن، پراسیکیوشن اور آگاہی و تدارک ڈویژن کی کارکردگی کا تفصیلی جائزہ لیا گیا اور نیب کی کارکردگی کو مزید مو ¿ثر اور بہتر بنانے کے نیب انتظامیہ کے اقدامات کا جائزہ لیا گیا اور ان اقدامات پر اصل رو کے مطابق عملدرآمد کو یقینی بنانے کی ہدایت کی گئی۔ چیئرمین نیب نے کہا کہ قومی احتساب بیورو نے بدعنوانی کے خاتمہ کیلئے انسداد بدعنوانی کی ایک جامع حکمت عملی مرتب کی ہے، نیب کے پیشہ وارانہ امور کا طریقہ کار اور بدعنوانی کی تمام شکایات اور کیسز کی تصدیق، انکوائری اور تفیش کا بھی جائزہ لیا گیا ہے۔ چیئرمین نیب نے ہدایت کی کہ نیب کے تفتیشی افسران قانون کے مطابق اور شواہد کی بنیاد پر عدم برداشت کے ضابطہ کار پر سختی سے عمل پیرا ہوں۔ انہوں نے کہا کہ انکوائری اور تفیش کے عمل میں نیب افسران کے کسی قسم کے اثر رسوخ کے امکان کو ختم کرنے کیلئے مشترکہ تحقیقاتی ٹیم کا نظریہ متعارف کرایا گیا ہے جس میں دو تفتیشی افسران اور ایک لیگل کنسلٹنٹ بطور ٹیم کام کرتے ہوئے شفافیت اور غیر جانبداری کو یقینی بنا رہے ہیں۔ انہوں نے کہا کہ استغاثہ کیلئے بھی اہداف مقرر کئے گئے ہیں اور ان کوششوں کے نتائج احتساب عدالتوں میں سزاﺅں کی 70 فیصد شرح کی صورت میں آ رہے ہیں۔ انہوں نے کہا کہ قومی احتساب بیورو اطلاق کی سوچ پر عمل پیرا ہوتے ہوئے بدعنوانی کے مضر اثرات سے بڑے پیمانے پر عوام الناس کو آگاہی فراہم کرنے کی سرگرمیاں بھی جاری رکھے ہوئے ہے۔ چیئرمین نیب نے کہا کہ نیب کی آگاہی، روک تھام اور اطلاق کی انسداد بدعنوانی کی حکمت عملی کے نتائج بہت حوصلہ افزاءہیں، انسداد بدعنوانی کی نیب کی حکمت عملی انتہائی کامیاب ثابت ہوئی ہے۔ انہوں نے کہا کہ نیب نے انفراسٹرکچر اور کام کے بوجھ کی درجہ بندی کے عمل کو بہتر بنایا ہے، مو ¿ثر اور تیز رفتار مقدمات کی تصدیق، انکوائری اور تفتیش اور احتساب عدالت میں ریفرنس بھجوانے تک کے عمل کیلئے مدت مقرر کی گئی ہے۔ انہوں نے کہا کہ نوجوان پاکستان کا مستقبل ہیں اس لئے نیب نوجوانوں کو بدعنوانی کے مضر اثرات سے آگاہ کرنے اور انہیں بدعنوانی کے خاتمہ میں کردار ادا کرنے کے قابل بنانے کی کوشش کو جاری رکھے گا تاکہ اپنے مستقبل کو بدعنوانی کی تمام اشکال سے پاک رکھا جا سکے۔ قومی احتساب بیورو کے چیئرمین نے کہا کہ نیب نے ہائیر ایجوکیشن کمیشن کے اشتراک سے ملک بھر کی صف اول کی یونیورسٹیوں اور کالجوں میں 55 ہزار سے زائد کردار سازی کی انجمنیں قائم کی ہیں  انہوں نے کہا کہ تمام علاقائی بیوروز کی کارکردگی کا جائزہ وسط مدت اور سالانہ بنیادوں پر وضع شدہ عددی اور معیار کی بہتر کی درجہ بندی کے نظام کے تحت کیا جائے گا تاکہ نیب افسران اور عملہ کی کارکردگی کو مزید بہتر بنایا جا سکے اور اس بنیاد پر ادارہ جاتی سطح پر سزا اور جزا کا نظام بھی متعارف کرایا گیا ہے۔ انہوں نے کہا کہ شکایات کے اندراج، تصدیق، انکوائری، تفتیش، سزا کے مرحلے سمیت تمام مراحل کے اعداد و شمار نگرانی اور جائزہ نظام کے بنیادی خدوخال ہیں جو کوالٹی اور عددی بنیاد پر کارکردگی کے جائزہ کیلئے مو ¿ثر العمل بنائے گئے ہیں۔ چیئرمین نیب نے نیب ہیڈ کوارٹرز اور علاقائی بیوروز کی گرانقدر کوششوں کو سراہا اور تمام افسران کو ہدایت کی کہ بدعنوانی کے خاتمہ کیلئے اپنی کوششوں کو دوگنا کریں اور بدعنوان عناصر سے لوٹی گئی دولت واپس لائیں کیونکہ نیب نے قانون کے مطابق بدعنوانی سے پاک پاکستان کا عزم کر رکھا ہے۔

Chief Justice of Pakistan (CJP) Justice Gulzar Ahmed – while hearing the coronavirus suo motu case – Monday said there seems no transparency anywhere and work is apparently being only done on papers.

Justice Gulzar Ahmed headed the larger bench which conducted the hearing. Reports by the Pakistan Bait-ul-Mal, Zakat and Ushr Department, Health Ministries of Punjab, Khyber Pakhtunkhwa and Sindh were submitted in the SC.

The CJP said in his remarks, “Billions of rupees are being spent on the COVID-19 kits and masks whereas the wholesale rate of a mask is just Rs 2. How much amount should be spent on masks and gloves? Why are billions of rupees being spent? Correct figures will only be known after audit of the expenditures.

“There is nothing in the federal and the provincial governments’ reports. The performance of the institutions has not been mentioned. Same was the case with the National Disaster Management Authority (NDMA) report.”

The health secretary maintained, “The nature of the virus varies in different countries of the world. The pandemic is more dangerous in America and Europe where thousands of fatalities are occurring.”

The chief justice reprimanded the health secretary and directed him to not compare Pakistan with America at all. We cannot turn a blind eye to the situation, Justice Gulzar Ahmed stressed.

Justice Sajjad Ali Shah said, “No province has come with a policy. Double standards are being observed as mosques have been opened while traders are complaining that they will be starved if the lockdown continues. The government is allowing those sectors to work from which it is scared.”

Justice Umar Ata Bandial, Justice Mazhar Alam Khan Miankhel, Justice Sajjad Ali Shah and Justice Qazi Muhammad Amin Ahmed are also the part of the bench.

As the hearing went underway, the CJP questioned the federal health secretary about turning Haji Camp into a quarantine centre.

“Who turned the Haji Camp [in Islamabad] into a quarantine centre?” asked the CJP, to which the secretary health said that the National Disaster Management Authority ordered made quarantine centre at Haji Camp.

“How can billions be spent on the purchase of masks and gloves?  If there is an audit, things will become clear.”

The Chief Justice Gulzar Ahmed expressed dismay over the absence of National Disaster Management Authority (NDMA) officials. The bench also grilled the deputy commissioner of Islamabad over the lack of facilities in quarantine centres in the federal capital.

“There is no transparency in anything… You people are spending billions of rupees, but no one knows what is happening,” the CJP remarked.

“Things will only become clear when we conduct an audit of the expenditures on coronavirus measures,” the chief justice remarked.

The CJP Gulzar has also asked NDMA to submit a report about the expenditure of coronavirus foreign funding. “A report should be submitted in next hearing about how much foreign aid was received and where it was distributed,” he remarked.

The SC also directed to open all clinic in Peshawar by adopting the standard operating procedure (SOP). The top court also sought reply from Centre, provinces over corruption in Baitul Mal and Zakat funds.

Hearing of the case was adjourned for two weeks.

On April 17, the Supreme Court (SC) had formed a larger bench to hear suo motu case related to the situation arising from the coronavirus outbreak in the country.

It is pertinent to mention here that the Supreme Court (SC) in its last hearing had expressed dissatisfaction regarding the progress of the Centre and the provinces to curb the spread of coronavirus pandemic.
