پریس ریلیز*چیئرمین سی ڈی اے سہیل اشرف کی متحرک قیادت میں اسلام آباد کے دیہی علاقوں، زونز IV اور V کے لیے جدید اور انقلابی سالڈ ویسٹ مینجمنٹ ڈسپوزل پلان کا آغاز*دیہی اسلام آباد کے شہریوں کو جدید ٹیکنالوجی پر مبنی جامع سالڈ ویسٹ کلیکشن اور ڈسپوزل سروسز فراہم کرنے کی جانب تاریخی اقداماسلام آباد — 27 اگست 2026:کیپیٹل ڈویلپمنٹ اتھارٹی (سی ڈی اے) نے چیئرمین سی ڈی اے سہیل اشرف کی متحرک، بصیرت افروز اور عملی قیادت میں اسلام آباد کے دیہی علاقوں کو درپیش طویل عرصے سے موجود صفائی اور ٹھوس فضلہ کے انتظام کے ایک اہم مسئلے کے حل کے لیے ایک تاریخی، عملی اور شاندار اقدام اٹھاتے ہوئے زونز IV اور V میں سولڈ ویسٹ فضلے کی وصولی، منتقلی اور تلفی کے لیے جامع Integrated Operations & Resource Planning System متعارف کرانے کا فیصلہ کیا ہے۔کئی برسوں سے اسلام آباد کے دیہی علاقوں میں منظم صفائی اور سالڈ ویسٹ کے انتظام کے حوالے سے صورتحال انتہائی نظر انداز رہی ہے۔ وفاقی دارالحکومت کے ترقی یافتہ اور مرکزی سیکٹرز کے برعکس ان علاقوں میں ٹھوس فضلے کی باقاعدہ وصولی، منتقلی اور ماحولیاتی اصولوں کے مطابق تلفی کے لیے جامع، منظم اور جدید ٹیکنالوجی پر مبنی مؤثر نظام موجود نہیں تھا۔زونز IV اور V کے شہریوں کو درپیش اس دیرینہ مسئلے کا ادراک کرتے ہوئے چیئرمین سی ڈی اے سہیل اشرف نے دیہی علاقوں میں صفائی، ماحولیاتی تحفظ اور پائیداری کو اہم ترجیح قرار دیا ہے اور اسلام آباد کے دیہی علاقوں کی 65 یونین کونسلز میں سالڈ ویسٹ فضلے کی وصولی اور تلفی کے لیے ایک جامع، قابلِ عمل اور مربوط نظام وضع کرنے کی ہدایات جاری کی ہیں۔یہ منصوبہ ایک معروف ترک ویسٹ مینجمنٹ کمپنی کے تعاون سے تیار کیا گیا ہے، جس کے ذریعے بین الاقوامی سطح کا آپریشنل تجربہ، جدید مشینری و آلات اور ٹیکنالوجی پر مبنی نگرانی کا نظام اسلام آباد کے سالڈ ویسٹ مینجمنٹ سسٹم کا حصہ بنے گا۔سی ڈی اے بورڈ نے جامع اور مؤثر سالڈ ویسٹ ڈسپوزل پلان کی منظوری بھی دے دی ہے، جس کے تحت اس منصوبے پر مرحلہ وار عملدرآمد کیا جائے گا اور اس کا پہلا مرحلہ زونز IV اور V میں شروع کیا جا رہا ہے۔ اس کے نتیجے میں بنی گالہ، غوری ٹاؤن اور دیگر ملحقہ دیہی علاقوں میں سالڈ ویسٹ کی باقاعدہ، منظم اور مستقل وصولی و تلفی کا نظام قائم ہوگا۔*اسلام آباد کے دیہی علاقوں کی جانب تاریخی توجہ*زونز IV اور V اسلام آباد کے وہ دیہی علاقے ہیں جو وفاقی دارالحکومت کے مشرقی، جنوبی، دیہی اور نیم شہری علاقوں کے ایک بڑے حصے پر مشتمل ہیں۔ ان علاقوں کو طویل عرصے سے محدود صفائی کے بنیادی ڈھانچے، منتشر آبادی، طویل کلیکشن روٹس، دشوار گزار راستوں اور یکساں و مربوط سالڈ ویسٹ مینجمنٹ سسٹم کی عدم موجودگی جیسے مسائل کا سامنا رہا ہے۔سی ڈی اے کا یہ اقدام دیہی اسلام آباد میں صفائی کی خدمات کی منصوبہ بندی اور فراہمی کے طریقہ کار میں ایک بنیادی اور تاریخی تبدیلی کی نمائندگی کرتا ہے۔نئے نظام کے تحت ویسٹ مینجمنٹ کا انحصار عارضی یا غیر منظم انتظامات پر نہیں ہوگا بلکہ ہر علاقے کی حقیقی آبادی، پیدا ہونے والے فضلے کی مقدار، سڑکوں کے نیٹ ورک، جغرافیائی پھیلاؤ اور آپریشنل ضروریات کے مطابق افرادی قوت، مشینری، کلیکشن پوائنٹس، گاڑیوں اور روٹس کی باقاعدہ منصوبہ بندی کی جائے گی۔*زونز فور اور فائیو میں جامع سالڈ ویسٹ ڈسپوزل کوریج*زونز IV اور V کے لیے تیار کردہ Integrated Operations & Resource Plan کے تحت روزانہ تقریباً 342 ٹن ٹھوس فضلے کو منظم کرنے کا منصوبہ ہے، جس کے لیے تقریباً 1,610 اہلکاروں اور 103 مشینری یونٹس کو بروئے کار لایا جائے گا۔منصوبے میں دیہی اور نیم شہری علاقوں کی مخصوص ضروریات کو مدنظر رکھتے ہوئے کنٹینرز اور دیگر کلیکشن آلات کا وسیع نیٹ ورک بھی شامل ہے۔آپریشنل ماڈل میں اس امر کو خصوصی طور پر مدنظر رکھا گیا ہے کہ زونز IV اور V کو اسلام آباد کے گنجان آباد مرکزی علاقوں سے مختلف نوعیت کے آپریشنل طریقہ کار کی ضرورت ہے۔ طویل کلیکشن روٹس، منتشر آبادیاں اور تنگ سڑکیں ایسی صورتحال پیدا کرتی ہیں جہاں مناسب سائز کی منی ٹپرز، ہینڈ کارٹس اور دیگر موزوں آلات کا مؤثر استعمال ضروری ہے۔زون کی بنیاد پر منصوبہ بندی اور عملدرآمد اس امر کو یقینی بنائے گا کہ وسائل عمومی یا یکساں طریقہ کار کے بجائے حقیقی ضرورت کے مطابق ان علاقوں میں تعینات کیے جائیں جہاں ان کی ضرورت سب سے زیادہ ہو۔65 یونین کونسلز کو صفائی کے منظم نیٹ ورک میں شامل کیا جائے گااس تاریخی اقدام کی ایک اہم خصوصیت اسلام آباد کی 65 دیہی یونین کونسلز کو ایک منظم اور مربوط سالڈ ویسٹ مینجمنٹ نیٹ ورک میں شامل کرنا ہے۔ہر یونین کونسل اور کلیکشن بیٹ کے لیے مخصوص آپریشنل انتظامات وضع کیے جائیں گے، جن میں متعین ٹیمیں، گاڑیاں اور نگرانی کا نظام شامل ہوگا۔مقامی ضروریات کے مطابق روٹس ترتیب دیے جائیں گے، جبکہ کلیکشن کی سرگرمیوں کی نگرانی جدید ٹیکنالوجی اور ڈیجیٹل رپورٹنگ کے ذریعے کی جائے گی۔اس اقدام کا بنیادی مقصد یہ ہے کہ دیہی اسلام آباد کے شہریوں کو بھی وہی باقاعدہ، قابلِ اعتماد، بروقت اور جوابدہ صفائی کی سہولت حاصل ہو جو وفاقی دارالحکومت کے ترقی یافتہ سیکٹرز کے شہریوں کا حق ہے۔*گھر گھر سے فضلے کی وصولی اور سائنسی طریقے سے تلفی*نیا نظام گھر گھر سے فضلے کی وصولی سے شروع ہو کر اس کی منتقلی، ٹرانسفر اسٹیشنز کے آپریشنز اور حتمی تلفی تک ایک مربوط ویسٹ مینجمنٹ چین قائم کرے گا۔مجوزہ آپریشنل سلسلہ درج ذیل ہوگا:
گھر گھر سے فضلے کی وصولی → روٹ آپٹیمائزیشن کے ذریعے منتقلی → ٹرانسفر اسٹیشن/کمپیکشن → ثانوی بلک ٹرانسپورٹیشن → ماحولیاتی اصولوں کے مطابق حتمی تلفیگھریلو، تجارتی اور ادارہ جاتی فضلے کو متعین روٹس کے ذریعے جمع کیا جائے گا۔ گاڑیاں GPS سے تصدیق شدہ روٹس پر چلیں گی اور مقررہ سہولیات تک فضلہ منتقل کریں گی، جبکہ فضلے کی نقل و حرکت اور تلفی کے مکمل عمل کی نگرانی کی جائے گی تاکہ کارکردگی، شفافیت اور جوابدہی میں اضافہ ہو۔یہ مربوط اور جدید طریقہ کار غیر منظم ڈمپنگ کے خاتمے، غیر ضروری ٹرانسپورٹیشن میں کمی، کلیکشن کی کارکردگی میں بہتری اور دیہی اسلام آباد کے ماحولیاتی تحفظ کو مزید مضبوط بنانے میں معاون ثابت ہوگا۔نئے نظام میں ٹیکنالوجی کو مرکزی حیثیت حاصل ہوگیاس منصوبے کے تحت جدید ٹیکنالوجی کو صفائی کے نظام کا بنیادی حصہ بنایا جائے گا تاکہ دیہی علاقوں میں صفائی کی سرگرمیوں کو قابلِ مشاہدہ، قابلِ پیمائش اور قابلِ احتساب بنایا جا سکے۔ایک Central Command & Control Centre قائم کیا جائے گا جو پورے آپریشن کی مربوط نگرانی کرے گا۔ اس کے ذریعے گاڑیوں کی نقل و حرکت، روٹس کی تکمیل اور وسائل کی تعیناتی کی نگرانی ممکن ہوگی۔روزانہ یونین کونسل کی سطح پر کارکردگی کی ڈیجیٹل رپورٹنگ کے ذریعے مس ہونے والی کلیکشن، شہری شکایات، گاڑیوں کی خرابی اور افرادی قوت کی کمی جیسے مسائل کی بروقت نشاندہی کرکے فوری اصلاحی اقدامات کیے جا سکیں گے۔GPS اور Vehicle Tracking & Monitoring Systems (VTMS) کے ذریعے روٹس کی تصدیق اور گاڑیوں کی نگرانی کی جائے گی، جبکہ ڈیجیٹل حاضری اور فیلڈ ڈپلائمنٹ سسٹم کے ذریعے افرادی قوت کی جوابدہی کو مزید مؤثر بنایا جائے گا۔اس نظام کا بنیادی مقصد ایک ایسے طریقہ کار کی طرف منتقلی ہے جہاں صفائی محض دعویٰ نہ ہو بلکہ اسے پیمائش، نگرانی اور تصدیق کے ذریعے ثابت کیا جا سکے۔نئے ماڈل کے تحت صفائی کی خدمات کے معیار اور کارکردگی جانچنے کے لیے قابلِ پیمائش Key Performance Indicators (KPIs) متعارف کرائے جائیں گے۔ویسٹ کلیکشن، صفائی، مکینیکل آپریشنز، ٹرانسفر اسٹیشن کی سرگرمیوں اور بلک ویسٹ/ڈرین سے متعلق خدمات کو واضح کارکردگی کے معیارات سے منسلک کیا جائے گا۔کارکردگی کے طے شدہ معیار پر پورا نہ اترنے کی صورت میں مقررہ پرفارمنس میکانزم کے تحت متعلقہ کٹوتیاں کی جائیں گی۔اس نظام کے نتیجے میں کارکردگی، جوابدہی اور نتائج پر مبنی انتظامی کلچر کو فروغ ملے گا اور اس امر کو یقینی بنایا جائے گا کہ عوامی وسائل کو شہریوں کو فراہم کی جانے والی حقیقی خدمات کے ساتھ منسلک رکھا جائے۔زونز IV اور V کے دیہی علاقوں پر خصوصی توجہسی ڈی اے بورڈ کی منظوری کے بعد اس منصوبے پر عملدرآمد کے نتیجے میں بنی گالہ، غوری ٹاؤن اور دیگر دیہی و نیم شہری علاقوں میں منظم سالڈ ویسٹ کلیکشن سروسز کو مرحلہ وار وسعت دی جائے گی۔مرحلہ وار طریقہ کار کے ذریعے سی ڈی اے وسائل کو متحرک کرے گا، کلیکشن روٹس قائم کرے گا، مناسب مشینری تعینات کرے گا اور انفرادی یونین کونسلز کو وسیع تر آپریشنل نظام میں منظم انداز میں شامل کرے گا۔ان علاقوں کے رہائشیوں کے لیے یہ اقدام ایک بنیادی مثبت تبدیلی کا باعث بنے گا، جس کے نتیجے میں باقاعدہ ویسٹ کلیکشن، صاف ستھری گلیاں اور آبادیاں، غیر منظم فضلے میں کمی اور زیادہ صاف، صحت مند PRESS RELEASE*CDA Launches Landmark Integrated Solid Waste Management Plan for Rural Islamabad of Zones IV & V to Receive Comprehensive, Technology Enabled Waste Collection and Disposal Services*ISLAMABAD — August 27, 2026: The Capital Development Authority (CDA), under the vision of Syed Mohsin Raza Naqvi Federal Minister for Interior and leadership of Sohail Ashraf, Chairman CDA, CDA has taken a landmark, practical and Excellent initiative to address one of the longstanding challenges of Islamabad’s rural areas by introducing a comprehensive Integrated Operations & Resource Planning System for solid waste management for collection and disposal of sold waste in Zones IV and V.For many years, the rural areas of Islamabad very neglected very badly in terms of systematic cleanliness and solid waste management. Unlike the developed and central sectors of the Federal Capital, a comprehensive, organized and technology enabled mechanism for regular collection, transportation and environmentally responsible disposal of solid waste was not available across these areas.Recognizing this long standing issue of the citizens of Zones IV and V, CDA Chairman Sohail Ashraf has made cleanliness and environmental sustainability of the rural areas an important priority and has directed to chalked out a comprehensive, workable and integrated system for solid waste collection and disposal covering 65 Union Councils in the rural areas of Islamabad.The initiative has been developed in collaboration with a reputed Turkish waste management company, bringing international operational experience, modern machinery and equipments and technology based monitoring into the solid waste management system of Islamabad.The CDA Board has also approved the comprehensive and effective solid waste disposal plan, paving the way for its phased approach which is firstly being implementation in Zones IV and V. Consequently, rural localities including Bani Gala, Ghuri Town and other surrounding areas will come under Zones IV and V, will have structured and regular solid waste collection and disposal mechanism.*A Historic Shift in Focus Towards Rural Areas of Islamabad*Zones IV and V are rural areas of Islamabad which constitute a substantial part of Islamabad’s eastern, southern, rural and peri urban areas. These areas have historically faced challenges of inadequate sanitation infrastructure, scattered settlements, longer collection routes and the absence of a uniform and integrated solid waste management mechanism.The CDA initiative represents a fundamental transformation in the way sanitation services will be planned and delivered in rural Islamabad.Under the new model, waste management will no longer depend on ad hoc arrangements. Instead, manpower, machinery, collection points, vehicles and routes will be planned according to the actual population, waste generation, road network, geographical spread and operational requirements of each area.*Comprehensive Solid Waste Disposal Coverage of Zones IV abd V*The Integrated Operations & Resource Plan for Zones IV and V envisages management of approximately 342 tons of solid waste per day, supported by approximately 1,610 personnel and 103 machinery units. The plan also includes a substantial network of containers and collection equipment suited to the distinctive requirements of rural and peri urban areas.The operational model specifically recognizes that Zones IV and V require a different approach from the densely populated central areas of Islamabad. Longer collection routes, dispersed settlements and narrow roads require greater reliance on appropriately deployed mini tippers, hand carts and other suitable equipment.This zone based planning and implementation will ensure that resources are deployed where they are actually required rather than through generalized or one-size-fits-all arrangements.*65 Union Councils to Be Brought into the Cleanliness Network*A major feature of the initiative is its focus on bringing the 65 rural Union Councils into a properly organized solid waste management network.Each Union Council and collection beat will have defined operational arrangements, including designated teams, vehicles and supervision. Routes will be planned according to local requirements, while collection activities will be monitored through technology and digital reporting.The objective is to ensure that residents of rural Islamabad receive a regular, predictable and accountable cleanliness service, just as citizens in the developed sectors of the Federal Capital expect.*Door-to-Door Collection and Scientific Disposal*The new system will establish an integrated waste-management chain beginning with door-to-door collection and extending through transportation, transfer-station operations and final disposal. The proposed operational sequence is:Door-to-Door Collection → Route-Optimized Transportation → Transfer Station/Compaction → Secondary Bulk Transportation → Environmentally Compliant Final Disposal.Waste from households, commercial establishments and institutions will be collected along defined routes. Vehicles will use GPS-verified routes for transportation to designated facilities, while waste movement and disposal cycles will be monitored to improve efficiency and accountability.This integrated and innovative approach will help eliminate scattered dumping, reduce unnecessary transportation, improve collection efficiency and strengthen environmental protection in rural Islamabad.*Technology at the Heart of the New System*The initiative will introduce a modern technology backbone to ensure that rural sanitation operations are visible, measurable and accountable.A Central Command & Control Centre will provide an integrated operational picture, enabling CDA to monitor vehicle movement, route completion and deployment of resources.
